Being a voice for the voiceless has always been a crucial part of my work. That’s why one of my priorities is to make sure that violence towards animals is prevented and addressed with the urgency it deserves.

“I will continue to introduce legislation that protects pets”

During my time in Congress, I led the Humane Cosmetics Act that banned testing cosmetics on animals in the U.S. and the Puppers Act, that prohibits the VA from conducting painful procedures on dogs. I will continue to introduce legislation that protects pets from violence, expand anti-cruelty laws, end animal testing, and global anti-poaching laws. All of these are a crucial part of my plan to crack down on wildlife trafficking and create protection for animals across the globe.


In the Los Angeles City Council, I created the city’s mandatory spay/neuter law, which greatly reduced the number of stray animals on the streets and started LA and its shelters on the path to become a no-kill city. I also worked with local organizations and departments to create Los Angele’s first Animal Cruelty Task Force. This Task Force was instrumental in addressing violence towards animals by investigating over 290 reports over two years and held abusers accountable to the fullest extent of the law.
